MANAGEMENT PERCEPTION OF B.Sc CERTIFICATE HOLDERS AND THEIR HND COUNTERPARTS IN NIGERIAN CIVIL SERVICE

 

A CASE STUDY OF ENUGU STATE CIVIL SERVICE COMMISSION


This study examines management perception of a B.Sc certificate holder verses his HND counterpart in the Nigerian civil service. The research problems were stated, this gave rise to research questions using questionnaire in a field of survey data collected were analyzed by simple percentages.  It was generated to solve research problems and answer the questions. The research came up with findings, upon which recommendations were made with the view of correcting the discrimination between holders of HND and B. Sc  certificate.

Adebayo (1980) stated that Civil Service is not a creation of modern times.  It has roots in history and dates back to the times of the ancient civilization.  Pedicles, a reasoned leader in ancient Greece introduced a scheme for the compensation of officials, thus facilitating the continued participation in public administration  by citizens who had to work daily for their living.  The official appointed to administer the system was called Chung-Chung, that is, impartial Judge – a for-runner of our present day Civil Service Commission.
    The Nigerian Civil Service dates back to 1861 with the annexation of Lagos as a British possession and the establishment of a crown colony type of government.  Therefore, the Nigerian Civil Service is the product of evolution.  It is an inheritance from a void personalization.  In the past, it is known for its anonymity, impartiality security of tenure and non-intervention in partisan policy.  The basic aim of establishing the Civil Service was maintenance of law and order and the management of an extractive economy to produce raw materials to support British Industries. 

The colonial Civil Service controlled decision making process of the government during the period until 1954 when the policy of the Civil Service were limited to advising on policy matters and implementation of government decisions.
According to Udenta (1999), the public Service Commission of the Eastern Region was set up in accordance with section 170 of the Nigerian constitution order in Council 1954 and held its first meeting on 29th November, 1954.  Section 175 of the order as applied to a region by section 180 provides that the government may refer to this commission for their advice on any matter relating to the appointment of any person to an office in the public service or the dismissal or discipline control of officers in public service of the region. 

The public service Commission Regulations, 1955 published as Eastern Region Law Nigeria (ERLN)No.166 of 1955 came into operation on 21st July 1955.  with time it became necessary for the commission to further be divided and as such, on 25th February 1970, the East-Central State Public Service Commission was established in accordance with Nigerian Constitution.

 ( A CASE STUDY OF THE NIGERIA CUSTOMS SERVICE ZONE “D) BAUCHI

This research project is an exploratory attempt to study and analyze the impact of motivation on workers performance in Nigeria customs service, Bauchi Zonal Office as cased study. The purpose of this research work is to discuss in a most objective way how motivation actually induce workers to positively respond to their job. The views of workers were gathered through questionnaires distributed to elicit appropriate information. In regard to that, the findings of this study include among others the following that motivation is an inevitable tools used  in achieving aim and objectives. 

It was discovered that if all the motivations tools are used, their by leading to increase in performances, which is the main of every organization the study also reveals that a conducive environment would go a long way, to boost the morale of the employees. In the end, it was recommended that organization should used motivation as a form of encouraging workers in order to achieved their goals. Performances of employees should be assessed. It is also recommended that employees should either go on the job courses or general seminar or short courses as this will develop them to perform well.

The motivation of workers has been regard to government and private sectors all over the world.
It concerns the direction, intensity and persistent of work behavior. Some psychologist view motivations as product of innate human needs, motivated workers will engage in activities more vigorously and efficiently than an unmotivated workers.
According to Adelaja (2006), result of unmotivated workers will lead to absenteesms, lack of interest labour turn over, poor attitude to work and frustration, motivating a worker Is not an easy task, therefore, it is important for the management to have an understanding of good interpersonal relationship, thus, this   will improve workers performances.

    Basically, the workers performance is a very dynamic for every employee. He/she must be flexible in order to move to turn with the prevailing trades challenges and realities of the millennium. Hence the need of motivation for performance coincide with the world of Adelaja (2006) who said that worker whether in the public or private sector should put their best they must have the  opportunity, adequate assistance and encouragement to fullest potentials for this to be realized. Management must know how to motivate , lead communicate and understand interpersonal relationship and be behavior of individual and group of people in the working environment.

Why herdsmen killed over 86 people in Plateau state – Miyetti Allah

Danladi Ciroma, the Chairman, North Central zone of Miyetti Allah Cattle Breeders’ Association of Nigeria (MACBAN), has reacted to the recent attacks on Plateau villages by suspected herdsmen where over 86 persons were hacked to death.

DAILY POST reports that Plateau Police Command on Sunday confirmed the killing of 86 persons in the attacks on Razat, Ruku, Nyarr, Kura and Gana-Ropp villages of Gashish District in Barkin Ladi Local Government.

Ciroma in a statement claimed that the attack was in retaliation of the killing of over 300 cows in the last few weeks by the villagers.

He said despite the efforts of the state government, some criminal elements hiding among their people were still frustrating the peace efforts.

“These attacks are retaliatory. As much as I don’t support the killing of human being, the truth must be told that those who carried out the attacks must be on revenge mission.

“There have been recent reports of cow rustling and destruction of farms between Berom farmers and Fulani herdsmen. The people carrying out these criminal activities are well known to the communities but the communities are hiding them.

“Fulani herdsmen have lost about 300 cows in the last few weeks – 94 cows were rustled by armed Berom youths in Fan village, another 36 cows were killed by Berom youths. In addition to that, 174 cattle were rustled and the criminals disappeared with them to Mangu.

“Since these cows were not found, no one should expect peace in the areas. Even soldiers that went after the criminals to recover the rustled cows were shot by the armed rustlers and eventually escaped with all the cows.

“The government of Governor Lalong has done a lot to restore peace, but the criminal elements hiding among their people are the ones frustrating these peace efforts.

“Though the security agencies have tried, they need to do more by being fair to all parties; they should not neglect any report presented by Fulani of Berom because such report can lead to attacks and deaths if not properly handled.

“Criminals thrive a lot in Berom communities, but when the Fulani, who are always victims of their crime, react with attacks, they blame the government.

“These communities have leaders, why hide the criminals? They should fish out the criminals and hand them over to security agencies to avoid death of innocent ones.

“As it is today, the Berom man cannot go to farm, the Fulani cannot breed his cows in Berom Land. This can be stopped if the security agencies do more than what they are currently doing. The attacks will stop as soon as the security agencies stop Berom youths from stealing Fulani cows” he added.

Motivation is a state that energizes, activates, mow encouragements, and directs or channel behavior toward goals. This means that motivation is the general term used to describe the entire class of drives, desires, need, wishes and similar forces.
    Therefore, it is central or crucial as far as management is concerned. It serve as a stimulant to the attainment of organizational object uses or success.
    A well motivated workforce serves as an assets to achievement of organizations like textiles in Kaduna. Araw a textile used to motivate their employees before they stopped. This led to the partial operation of the organization in 2003.
    Motivation of workers in every organization leads to increase in productivity. As, such the management o any organization always consider motivation as an important task in order to improve productivity of it’s workers.

What every woman needs to know

Recently this past week, a newly graduated student (aged 31) with a doctoral degree about to start her new career as a Doctor...) was flown into a nearby hospital.

They found a blood clot in her neck, and immediately took her by helicopter to operate. By the time they removed the right half of her skull to relieve the pressure on her brain, the clot had spread to her brain causing severe damage.

They said it interrupts life's menstrual cycle, and although it is FDA approved shouldn't be. So, to the women in my address book, I ask you to boycott this product and deal with your period once a month - so you can live the rest of the months that your life has in store for you.

Please, send this to every woman you know - you may save someone's life. Remember, you have a menstrual CYCLE for a reason!

This project is on the Impact of Government Incentives on the growth and Development of Small-Scale Business (a case study of Ramadan Press Bauchi). The project made effort to determine the impact of Government incentives on the growth and development of small scale business to determine. Related literatures about the topic were reviewed sample size of 55 small-scale Businesses was used out of the total population of 150. Questionnaire and interview were used as research instruments for the purpose of collecting data for the research work. The data collected were analyzed using percentage method.

It was discovered that majority of small-scale Businesses have never enjoyed any loan facility. It was discovered that there is lack of publicity by granting institutions about loans as incentives to small-scale Businesses. The researcher recommended the need for the granting institutions concern to embark on enlightenment campaign through electronic and print media to enlighten the public about existing credit facilities and also the granting institutions should review their policies as regards to securities required to secure loans, so as to enable small-scale Businesses enjoy loan incentive. The work concluded by stressing that there is little impact made by government incentives towards the development of small-scale Businesses in Bauchi State.

This research examines the impact of employment in the recruitment process of organization. Case study of Federal Polytechnic Bauchi. Recruitment process has increasingly become an important tool of personnel and human resource management. In any organization, the growth rate is limited mostly on its manpower simply because of the changing nature of the business environment, technological advancement and increased in competition among others. As a result, it become necessary for  any organization to know the kind of people to employ into the organization because there is need of candidate with good behavior, character, discipline attitude and mental abilities among others, into the organization such that can enable the employee perform and behave well to the customers.

Meanwhile, for years, as part of the selection process, applicants wererequire to submit reference or recommendation letter. This indicates past behavior and how well the applicant did at his last job. Sometimes, it is necessary to cross check the information disclosed by the applicant. In this regard, sometimes organizations consider the evolution of applicant by formal employers; friend and professional acquaintances because of the important hardly send unfavourable report about applicant. Equity: is a money that is invested in a firm by its owner(s) or holder (s) of common stock ( ordinary shares) but which is not returned in the normal course if the business. Investors recover it only when they sell their shareholding to other investors, or when the assists of the firm are liquidated and proceeds distributed among them after satisfying the firms obligation ( business dictionary).
Equity is the money acquired from the small business owners themselves or form other investors ( susanward).
    The meaning of equity depends very much on the context. In general, one can think of equity as ownership in any asset after all the debts associates with that asset are part off. For example, a car or house with no outstanding debt is considered the owner’s equity because he or she can sell the item readily for cash. Stocks are equity because they represent ownership in a company.( investopedia)
    Equity is the first and major source of long term fund for any business (Nigeria stock exchange analysis 1983). It is also financial base of support for subsequent borrowing of existing firm. It is the financial bedrock of every business establishment and of cause of business financing.
    Equity as a source of financing has a number of advantages to both companies and individuals and to the natural economy in general.


The individual stand to enjoy the following advantage receives divided which often represent higher yards than interest on saving account or vestiges form real estate building: the value of one investment appreciate an investment in a profitable company through scripts or bone share ( right issue) buying share is a way to keeping pace with inflation. A share holder enjoys a piece of mind as he is not involve in managing the business; wealth occurring from shareholder is hardly noticeable and hence does not attract any or jealously , motoring investment is fairly easy through stock broken and newspapers publication, and bank will be ready to accept one share certificate as collateral for borrowers. Companies on the other hand, stand to enjoy the following advantages by financing.

PROJECT TOPICS ON A STUDY OF THE EFFECT OF PHYSICAL ENVIRONMENT ON WORKERS PERFORMANCE



It is widely assumed that people behave the way they like to behave, but in reality the physical environment plays a significant role in the behaviour of people. Every person is unique and in many instances human reaction are unpredictable. For business to be successful, the individual abilities, attitudes, motivations must be matched with the right job plus an encouraging environment such as financial opportunities, good administration and loyalty.  
To begin with, it is important to be clear on these terms, the effect of physical environment on workers’ performance. As defined by Arora, (2006), environment can be seen as surroundings, when used with reference to the physical existence of man. Environment can also be described as growth of man when used with reference to non-physical things.
The Office, Shops and Railway Premises Act, (1963), covers all offices and office employees. The physical conditions covered by the act are cleanliness, ventilation, decoration, heating, noise reduction, health and safety, supply of drinking water, washing facilities etc. 
Moreover, the relationship of physical environment and the behaviour of human being has long been of interest and it is also accepted that manipulation of physical environment can help in achieving the desired behavioral and physical results. Yet, many researchers who are trying to relieve work based stress appear not to incorporate the influence of the environment in their research, focusing on psychosocial influence.
Arora (2006), further stated that, physical working conditions are the life of an office. An office may be properly laid out and the best type of furniture and equipment is installed; but its efficiency may be very low if the physical working conditions are not good. Staff may be most unhappy if ventilation or lighting is poor or other physical conditions are not conducive to work. The emotional response of workers is better if the environments are good. Thus, we can say that physical conditions do affect the working in the office. Rightly (2003), remarks that “an individual performance is significantly conditioned by the environment in which the employee works; Environmental factors such as noise, air quality, light, toxic exposures, temperature, humidity and aesthetics. All these typically focuses on psychosocial factors that affect job performance, satisfaction, strain and employee health and does not address the growing body of work on the environmental psychology work place (Arora, 2006).

 Terry, (2009), furthermore says that, authors and theorists have studied the influence of physical environment on the performance of employees. In these studies, he further stated that, the relationship between the physical environment that you work in and your performance is critical and can sometimes make difference in your organization success.
When employees feel empowered to complete task to the best of their abilities, they tend to achieve greater success. They may know that, they have no control over deadline imposed on them or quality of the product and service they provide, but when they don’t control the space they are working in, workers mental states suffer. The less control workers have over their work environment the less productive they tend to be (Terry, 2009).
Injuries: ergonomic factor in the workplace play a crucial role in productivity and can lead to long term absences due to injuries and illness. When employees cannot get computer aids such as ergonomic keyboards and mouse pad, they may develop carpal tunnel syndromes, making it difficult to do their job effectively. Glare on computer screens, tiny monitors and insufficient lighting can lead to eye strain and headaches, reducing productivity.   
Healthcare designers in 2010, initiated the concept of a healthy environment that could facilitate the process by identifying factors that improve access to people and resources, increase employee comfort, expand patient privacy and provide flexibility and personalization in the delivery of care. Hence there is also strong evidence that physical environment of work spaces has a positive impact on the job performance of workers. Therefore, this research work is to ascertain how physical environment affects workers performance and productivity.

The stock exchange is a specialized market place for buying and selling of securities. Securities means shares, stock, debentures and bonds, the stock exchange is an organized market where those intending to buy or sell stocks and shares meet to transact business. The stock exchange as a market is a place where business can raise capital to become bigger in terms of capital formation. It must however be noted that the stock exchange deals with the securities of existing establishment only.

The Nigeria stock exchange (NSE) was incorporated on September 15, 1960 as a company limited by guarantee and started operations in Lagos in 1961 as Lagos stock exchange later changed its to Nigeria stock exchange in December 1977 with a branch office in Kaduna and Part Harcourt in 1978 and 1980 respectively Nigerian stock exchange has operating branches in many centers in the federation. Branches opened in Nigeria are: Kano in 1980, Onitsha in February 1990, Ibadan in August 1990, Abuja in October 1990, Yola in April 2002, Benin in 2002, Uyo in 2002, Abeokuta was opened in November, 2008. Each branch has a trading floor where activities of buying and selling of securities are carried out. The Lagos branch remanded the headquarters. The government established Abuja stock exchange as  independent stock exchange  following the implementation of odife report on the Nigeria capital market. It was restructured to serve as a commodity exchange in its initial purpose to complete with Nigeria stock exchange.

The Nigeria stock exchange started operation with only a securities (93 equities and 6 government state) it has over 312 securities made up of government stocks, bonds, individual loan (debentures) preference stocks and equity ordinary shares or companies all with a total market capitalization of over N12.62 trillion before dropping to a little over N7 trillion following a prolonged market meltdown (Idowu, 2008). Market capitalization is the aggregate market prices of a company’s shares: it is the value of a firm as determined by the market price of its issues and outstanding common stocks. The Nigeria stock exchange provides the essential facilities for companies and government to raise money for business expansion and development project through investors who own shares in corporations for the ultimate benefit of the economy. The Nigeria stock exchange was also established to increase the role of capital in the economy, to bring currency in circulation in banking sectors and to enhance the effectiveness of the country’s monitory policy and to expand the market (NSE, 2006). The Nigeria stock exchange is governed by a team of shareholders elected at an annual general meeting. These shareholders constituted the governing council (Board) of the Nigeria stock exchange. The council is headed by a president (chairman) while the nation secretariat is lead by a director general (DG) (chief executive (Other) who is responsible for the day to-day administration of the exchange.

This project is on the topic “Appraisal of employer and employee relationship in an organization” A case study of Federal polytechnic Mubi. This research focuses on the course of poor relationship in the organization as well as identifying the strategies to be adopted in solving problem of poor relationship. The population consisted of both junior and senior staff of Federal Polytechnic Mubi while the sample sizes of the population constitute 60 employees. The instrument used to collection of data was questionnaires and interviews. Based on the data collection and analyzed below are some of the findings revealed that, workers are not motivated enough toward performing their duties. Both management and employee have conducive environment for efficient performance of junior staff are satisfactory and etc. some of the recommendation given as preferred solution to the problems of poor relationship in our organization are the condition of service should be attracted towards performing their deal role management should take positive effect towards improving and maintaining effective communication system and etc.

The relationship between management and it employee plays a vital role in achieving organization goal, and objectives.
Therefore, management and employees relationships are the first step to be determined in achieving organization goals and objectives.
    This is because information has been given to them concerning the job and to be performed.
Hence, there is no human endeavour that does not requires proper management force and proper functioning as such enterprise government establishment, require an effieicnt and adequate management for effective achievement of overall organization goals and objectives.
    The need for management arise because of the secarcity of human resources compared to his want. Hence human resources want are many bu the resources to satisfy them and scarce and this is what necessitate the need for effective and efficient management.
    However, management and employee relationship is one of the problem facing our modern organization today.
This is a result of neglecting the contribution and advise of the subordinate by the top management lacks of enough information to the subordinate etc.

The efficiency and effectiveness of any organization weather small or big depends on the people that manage it. And manning an organization has been a serious problem of small and medium scale companies like Nigeria and because of this, these companies have not been able to achieve their goals. It is against this background that this research work was conducted to investigate  such  problems  as  sources  of  recruitment  and  selection  of workers, human resources development and motivational factors in these companies. The following findings were made after analyzing the data  also the research adopted a descriptive method of survey; the sample method used was random sampling method .Both primary and secondary source of data were used to obtain relevant information. The industries have a total population of 80 employees and sample size of 50,which is drawn from the total  population  using  yaro  yamani  formula.120  questionnaires  were distributed,100 were received, and in chapter 4 the data collected were analyzed using the sample percentage technique. The major findings was that the management in small and medium scale industries needs a change to enhance employee performance therefore owners should employee the assistance of consultant firm in recruiting and selecting their workers.
