EVALUATION OF AVAILABILITY AND UTILIZATION OF PUBLIC SECONDARY SCHOOL LIBRARIES IN JALINGO METROPOLIS TARABA STATE: School libraries are information or resource centres established for the purpose of supporting the teaching and learning objectives designed in any school curriculum and made available for use. The importance of libraries not only in public schools is valued towards the understanding that the changing concepts of modern education are making an impact. The libraries are the keys to the knowledge of the world. It is in recognition of this fact that the National policies on education of (1977) and (2004) gave the school libraries a pride of place. Fayose (1995) stressed that the total of school library collections is embodied into print and non-print, Penell H. and Smith E. (2000) widely acknowledged that “school libraries can make valuable contributions to teaching and learning of school children especially at their youthful age”. It was in recognition of this concern that the centre for information research at the University of Central England in Birmingham (UCE) developed pilot models focused on teaching and learning outcomes which assisted both primary and secondary school libraries.
